Make People - Contact List "Other's contacts" updatable through API

Hi,
Would it be possible to Make People - Contact List "Other's contacts" updatable through the API? This would be especially useful when keeping our department level contacts, meaning for phone numbers not assigned to one person, like for Department main (HR, Helpdesk, etc.), rotating after hours/emergency and conference room numbers updated automatically.
Iin our case, phone numbers and locations updated from external phone system, job titles and department names would be updated from our HRIS (UKG).
