Make People - Contact List "Other's contacts" searchable, so that "global" contacts could be found

Hi,
Would it be possible to make People - Contact List "Other's contacts" searchable, so that "global" contacts could be found when searching use the site search?
This would be especially helpful with our department level contacts, meaning for phone numbers not assigned to one person, like for Department main (HR, Helpdesk, etc.), rotating after hours/emergency and conference room numbers.
