Make Policy Manager Tags Searchable Within Policy Manager

Currently, the search field within Policy Manager only searches document titles and document descriptions, but not tags assigned to a policy document. However, the tags are included in a search if one uses the global intranet search field. Suggest making the search perameters the same in Policy Manager, where tags (at the least) and body text (would be great) are also included.
