Surface drafts on ticket list page

Give better visibility in the ticket list page, to any drafts that are out there based on the permission level of that InfoCapture page and user.
Problem statement:
As a team member in my organization, I would expect to easily see that I have a draft in progress and be able to pull it back up to continue to work on it. However, today, I have to know that the drafts are in a different page under the 'drafts' icon - which is not easily noticeable. Therefore results in multiple people creating multiple pages and adding confusion.
