Submitter as option in field conditions and triggers

I would love the ability to create a notification that would look at a specific submitter and status.
Example: Submitted by = Jeremy Voldrich and Status = Approved > send notification to "Specific User"
Or just the ability to have submitter as a field option for field conditions and triggers would be great and should allow for the scenario above.
