access user data in infocapture plugin

has anyone ever tried to get user information from the db using a plugin in infocapture?  I have a dropdown that list all registered users and I am trying to write a plugin that can get the selected users department.  I can change a field to the user id.  But when I try to do a query and get the user department, I get "Call to a member function query() on a non-object in {plugin filename} on line 16".  Line 16 in the plugin file is "$res = $db->query($query);"  This is how it works in a regular php file. But the plugin doesn't like it.  I put the require once lines in that are in a standard php file for user info, but no luck.  Any ideas?

I figured this one out.  When you are adding a User List, under the Type field, there is a link to Edit perms.  This isn't to change your hair style but edit who is allowed to be in the User List for selection.  I don't remember it being there before, but may have been since it has been several years since I set any of these up.
