Create InfoCapture Project without Application Admin

Currently, creating an Infocapture project requires a user to be an application admin. When other projects contain sensitive data (such as PII or HIPPA protected data), this means that all users who can create a project must be certified to see all data contained in all InfoCapture projects.
This could be remedied by moving the project creation function to the application's front end and assigning it to a different level of permissions, similar to the Power User feature in the People application.
