Add Learning Path Validity

Suggest adding Validity at the Learning Path level to coincide with the Courses that have Validity settings.
-Set validity at the learning path level which will automatically set validity to courses tied to this learning path
-Remove ability to enroll in courses which are assigned to learning paths without enrolling in the learning path itself. This is causing issues with missing records of completion on the learning path level.
-Add requirement to enroll in learning path before being able to begin learning path courses
