Different groups for assigning badges

It would be amazing if you could select groups of users when allowing people to assign badges.
That wat you could have institutional badges (part of a commitee, part of an ERG, etc.) that only the admin or HR could assign AND you could have more common day-to.day bages for leaders to assign to their teams, for example.
