Accept Policy on Behalf of Someone else

We would like the ability to accept a policy on behalf of someone else. The use case for this would be an employee who doesn't have access to the intranet, but is required to accept policies for the organization. We would want someone in our HR department, for example, to be able to email the policy to the employee, they read and respond to the email with acceptance, and then HR documents in Policy Manager that the policy has been accepted.
