Add default field for interested individuals in infocapture ticket

It would be great to have another default field (similar to submitted by and assigned to) where you select multiple users as interested individuals. This interested individuals field would have its own permissions group.

This is useful in cases where you open a ticket for interested individuals but would also like them to have permissions to view/modify the ticket without opening up all tickets to all users.

Currently, you can send notifications to a user field but you can't define other permissions for that user field.
