Administrators can view/modify draft blog posts even where there is single owner

Our CEO has a blog and often has difficulty with tables, images in text, etc. in his posts. Currently Administrators cannot see his draft posts to modify them. He has to publish them (looking bad), then I have to go in and fix them up hopefully before anyone sees them. Need to be able to do that before they are published to avoid having CEO look bad.
