Allow changing of background and text colours on widgets

General

To be able to change the colour of the background and the text for the heading on the widget (image attached) using two colour pickers as shown in images below. If this could be on all widgets, would save time creating CSS styles and the user can choose their own colours. You could also go further and include the background colour of the widget plus any shadow (if required)
