Add localisation to custom profile fields

General

Under People Admin panel we can configure custom fields to be added to a user record. These have a plain text description to be used as a label for that field. However - these cannot be localised and therefore the foreign user's "My Profile" screen is half in their language (the defaults) and half in English (our custom fields). We need the ability to be able to localise these.
