Move localisation options to its own Admin panel item & enhance

Currently to add localisation text you have to go to Admin > SysAdmin > Labs and edit on-screen table of entries. As I don't speak certain required languages I have to delegate others in my organisation to do this for me. This means I have to give them access to the SysAdmin panel and, whilst I do trust them, this is less than ideal! It would be far easier to have Localisation (or Translations) as its own distinct panel within Admin itself that I could grant permissions to.
Additionally, when editing the file in Labs, you can click the option you want, save, click, save, click save, etc. Then at the end, save the lot. It would be very handy to be able to EXPORT in csv or Excel format, the entire translation tables and then we could edit them off-line. Then, when done, we could upload all our changes en-mass.
I would expect the Claromentis platform in this case to verify and update only those items that have changed, but also, to avoid catastrophe, have a "Reset to defaults" option so that were a user to upload complete garbage, it could be cleared and reset with a known, good, translation table....
